Countries are rapidly adopting digital public infrastructure (digital ID, payments, data exchange) to deliver services at population scale. But as DPI scales, so do the risks: exclusion of marginalized populations, security vulnerabilities, privacy failures, and vendor lock-in, among others. Despite growing consensus that safeguards are essential, most implementers lack practical guidance on what safeguards look like in practice and how to operationalize them alongside design and rollout.The UN
